Protected townscape
The historic city centre of Delft was designated by the State in 1976 as a protected national townscape. If you want to change the exterior of a building there, according to the municipality you usually need an environmental permit, even if the building itself is not a monument. For maintenance on monuments, a permit is sometimes required; you can check this with the municipality (14 015).

For a roof leak this means: a repair using the same tiles, the same lead and the same shape does not change the appearance. If you want to change something during the repair (different tiles, a larger roof window, insulation that raises the roof edge), consult the municipality first.
Scaffolding needed for the repair?

A container, scaffolding or site cabin that uses more than 12 m² of ground must be reported in Delft at least 15 working days in advance. Smaller than 12 m² does not need to be reported. In narrow streets and along the canals, space is scarce. For most leaks, a roof ladder is enough, but for a tall canal-side building or work on the gutter across the full width, scaffolding may be needed. So you need to plan that well in advance.
