In The Hague we most often see two types of roofs: flat roofs on apartment blocks and upper-floor flats, and tiled roofs with dormer windows on the older townhouses. Close to the sea the wind blows harder more often, and strong wind drives rain under tiles and along seams that stay perfectly dry in normal rain.

Scaffolding or skip on the street: how it works
Notification or permit
A scaffold, skip or site cabin that stands on the public highway for no longer than 9 weeks only needs to be notified in The Hague. The supplier or hirer of the object does this, at least 24 hours in advance, and notification is free. On the pavement, 1.5 metres must remain clear; otherwise a pass-through scaffold is required. If the object stands for longer than 9 weeks, a permit is required, which you apply for at least 8 weeks in advance.

Most roof leaks do not require a scaffold: we reach a flat roof via a ladder or roof hatch, and a tiled roof often with a roof ladder. A scaffold or aerial work platform only comes into play for high façades or larger repairs. For an aerial work platform or crane on the street, a separate lifting permit applies in The Hague.
Common roof leaks we see in The Hague
- Tenement flats and upstairs dwellings (including in Escamp, Laak and Segbroek): flat roofs with bitumen. If the roof leaks, the top flat notices it; often the owners' association (VvE) or landlord is the client.
- Townhouses and older neighbourhoods such as Duinoord, Zeeheldenkwartier and Statenkwartier: tiled roofs with dormers, chimneys and lots of lead. Leaks are often found at joints that are decades old.
- By the coast in Scheveningen and Duindorp: more wind and salt air. Wind drives rain under tiles, and lead and metal finishes weather faster.
- Newer districts such as Ypenburg and Leidschenveen: often flat roofs on extensions and roof terraces. Here we mainly see blocked roof drains and leaking penetrations.
Is your property in a protected townscape or is it a listed building? Then replacing roofing material may require a permit if it changes the appearance. Repair with the same tiles and the same material is safest; when in doubt, check with the municipality first.
