A blocked toilet is usually quickly resolved. In The Hague, the question afterwards is often: who pays? In a rental property, a block of flats with a shared soil stack or a ground-floor flat with the connection to the street, it varies. This page explains what you do first, who is responsible and what it costs.
Short answer
If your toilet in The Hague is blocked, do not flush again and check whether the shower or other drains are also running slowly. Only the WC: the blockage is usually in the bowl or the first few metres, and we clear this according to our price list for €165 excl. VAT (€199.65 incl.) plus call-out charge. If multiple drains are running poorly, the blockage is further along in the soil stack or sewer, and then it matters whether you rent, live in an owners' association (VvE) or are the owner.
- Rental property: call the landlord first.
- Maisonette or flat: shared soil stack is often the responsibility of the owners' association (VvE).
- Public sewer: report to The Hague municipality (14070), do not arrange a solution yourself.

What to do immediately with a blocked toilet
- Stop flushing. Each flush brings the water higher. If necessary, turn off the cistern stopcock.
- Check other drains. Does the shower still drain? Does the basin gurgle when you run water? Does water come up in a drain? Then the blockage is further along.
- Ask the neighbours in a block or flat: are they affected too? Then it is probably the shared soil stack.
- Try a plunger if necessary if only the toilet is blocked. No wire or aggressive chemicals; these damage the bowl and the pipe.
- Call or message us if it doesn't work or if several drains are running poorly. A photo helps us assess what is needed.

Rental, owners' association (VvE), own home or municipality?
- Rental property: a blockage from normal use is often for the tenant, but a blockage further down the pipe or in a shared pipe is usually for the landlord. Housing associations often have their own reporting number or service fund for this. Therefore report it to your landlord first.
- Flat or maisonette with owners' association (VvE): the soil stack that serves multiple homes is usually shared. If the blockage is there, the owners' association (VvE) is the client.
- Your own home: everything on your own property is yours, including the pipe up to the boundary with the municipality.
- Public sewer: if the blockage is in the municipality's section, the municipality is responsible.
What the municipality of The Hague says
For a blockage on your own property you call a plumber yourself, or the owner if you rent. The plumber determines whether the problem is on your property or in the municipality's section. If it is in the public sewer, a plumber may not resolve it themselves: you report this to the municipality, via the online form or 14070, and the municipality pays for that repair. According to its own website, the municipality does not reimburse a video inspection.

Typical for The Hague: upstairs, downstairs and maisonette
In The Hague, many people live in upstairs and downstairs flats and walk-up apartments. This has consequences for a blocked toilet:
- Ground-floor flat: the lowest connection to the soil stack. If the soil stack becomes blocked, water from the upstairs neighbours can sometimes back up into your toilet or shower. That is not caused by your own toilet.
- Upper-floor flat: a long drain downwards with bends. A blockage is often in the first bend under the floor or in the soil stack one floor lower.
- Maisonette block: a shared soil stack in the shaft. If multiple homes are affected, it is almost always that pipe.
- Townhouse or single-family house: the connection runs under the floor and front garden to the street. In older houses a recurring blockage can indicate a broken connection; then read sewer fracture The Hague.
How we unblock your toilet
- Establish where it is. Just the pan, the drain under the floor, the soil stack or further?
- Mechanical clearing. With a toilet auger or, if it is further along, a longer auger via an access point. If necessary, we also clear the soil stack.
- Check. Flush a few times and test the other drains.
- Explanation and advice. You'll hear what the cause was. If it recurs, a camera inspection can show whether there's something wrong with the pipe.
