You notice this in the sewer: the connection between house and street comes under stress and cracks or comes loose. What the municipality of Rotterdam arranges
Main sewer, property boundary and your land
The municipality of Rotterdam manages the part of the sewer connection in public areas, between the main sewer and the property boundary. As a building owner, you are responsible for the connection on your own property. If the municipality replaces the sewer in your street, it will also replace the part of the connection in public areas; according to the municipality, there is then a high probability that the part on private property also needs replacing, and the owner is responsible for that. A blockage or problem in the public main sewer should be reported to the municipality; according to the municipality, this can be done via MeldR or 14 010. In a rented property, the landlord resolves a blockage in the house drain.
Subsiding ground and what that means
The municipality states that owners are themselves responsible for water damage on their own property, and that subsidence and a changing groundwater level can cause problems. For the sewer, subsiding ground means: the house is fixed on piles, the pipe in the ground subsides with the garden. At the façade, a kink, crack or disconnected joint then occurs.

- Crack or loose joint, pipe still in line: relining is often possible and avoids excavation in the garden or under the floor.
- Pipe with a dip or significant kink at the façade: the sleeve follows that shape. In that case, replacing a section, possibly with a flexible transition at the façade, is the better solution.
- Old earthenware pipe with roots: milling first, then relining. This eliminates the joints where roots grow through.
- Street is being re-sewered: a good moment to have your own section inspected and relined or replaced where necessary, so that old and new connect properly.
When relining in Rotterdam does and doesn't work
In Rotterdam we see many different situations: pre-war tenement buildings in for example Oude Noorden and Kralingen with shared pipes, detached houses with a garden to the street, and new builds with PVC.
