Façade to plot boundary belongs to the owner
According to the municipality, the sewer house connection runs from the façade to the point where it joins the public main sewer. The municipality manages the section between the main sewer and the property boundary. A blockage in the house drain is cleared and paid for by the owner; in a rented property, the landlord does this. A blockage in the public main sewer is at the municipality's expense.

Ground subsidence and groundwater
The municipality of Rotterdam points out that owners are themselves responsible for water damage on their own property, and that a low groundwater level can lead to ground subsidence. On the soft soil in large parts of the city, gardens, pavements and pipes slowly sink, whilst houses on piles remain stable.
During camera inspections in Rotterdam we therefore often see the same picture: a pipe that sags directly behind the façade, a shifted connection in the front garden, or a sewer leak under a ground-floor flat that only becomes apparent through damp and smell in the crawl space. In pre-war neighbourhoods there are also old stoneware and cast-iron pipes.

How we tackle a broken sewer in Rotterdam
