What the sewer regulations of Midden-Delfland say
The connection point determines who is responsible
In the Sewer Connection Regulation Midden-Delfland 2021, the connection point for a standard (combined or separate) system is on or within 0.5 metres of the cadastral property boundary. That point is also the boundary for management and liability. For pressure sewerage, the connection point is at the pump chamber; for an IBA (private treatment system), it is at that facility.
The pipe between your home and the connection point belongs to the owner, and repair, maintenance and replacement are at the owner's expense. The connection pipe must have an access point for unblocking. In the event of a blockage, you excavate the access point on your property at the municipality's instruction, so the municipality can investigate. If the blockage is caused by backflow from the public sewer, the municipality does the work. If it's in your own pipe, you arrange the repair yourself. Work in public areas is only carried out by or on behalf of the municipality.
According to the regulations, you can report online, by phone to the municipality's customer contact centre or via the MijnGemeente app. You report a fault with an IBA to the Hoogheemraadschap van Delfland.

Clay, peat and villages in the polder
Midden-Delfland lies on clay and peat. Around Schipluiden there is young marine clay on peat; west of the Den Hoorn–Maasland line, the clay layer is so thick that it is no longer clay-on-peat. Peat compresses and subsides, especially where it is not covered by clay.

For the sewer, subsiding ground means that a house on piles remains standing while the garden and the pipe sink. The connection close to the façade then comes under stress and breaks loose or cracks. In the village centres with older properties we also see old stoneware pipes; in newer neighbourhoods in Den Hoorn and Maasland mainly PVC, where a shifted sleeve is the most common damage.
