With a sewer burst, the first question is often not "what does it cost", but "who pays for it". The answer almost always depends on one thing: where the burst is. On your own property, in the public section, in a shared pipe? Below is how it usually works.

Where the breakage is determines who pays
A sewer connection consists of two parts. The part on your own property belongs to the owner of the property. The part in the public space, up to and including the main sewer, belongs to the municipality in most municipalities. The boundary is often at the property line or at an access point or boundary chamber, but each municipality regulates it slightly differently:
- In Rijswijk, everything from the boundary chamber towards your house is yours.
- In Rotterdam the municipality manages the section between main sewer and property boundary.
- In Leiden, the connection from the property boundary up to and including the main sewer belongs to the municipality.
- In Westland the entire connection pipe belongs to the owner, including the section under the public road.
A camera inspection with metre counter shows at how many metres from the façade the break is. That is usually enough to determine on whose side it lies.
Owner, tenant or owners' association (VvE)?
- Owner-occupied property: the owner pays for repair of the pipe on their own property.
- Rental property: repair of a broken pipe is as a rule for the landlord. Always report it first to your landlord or housing association before you engage someone yourself.
- Flat: the stack pipe and the shared sewer are usually owned by the owners' association (VvE). The drain in your own flat up to the stack pipe is often yours. Check the deed of division or the house rules.
- Blockage due to incorrect use (grease, wipes, building waste): even in a rented property or in the public section, this can be charged to the person responsible. Several municipalities also state this on their website.
What municipalities in the region reimburse
If the breakage is in the public section, the municipality repairs it. The rules differ regarding reimbursement of your costs (for example, the camera inspection that showed it was the municipality's responsibility):
- Rijswijk: reimburses necessary investigation costs up to € 200.
- Lansingerland: only reimburses investigation costs up to €500 without prior permission, with a detailed invoice and camera footage.
- Pijnacker-Nootdorp: reimbursement possible via the liability claim form.
- Zoetermeer: call 14 079 first; according to the municipality, you cannot reclaim costs afterwards.
- The Hague: does not reimburse the costs of a video inspection according to its own website.
The sources per municipality are listed on the location pages. Rules may change: call the municipality first if in doubt.
Does insurance cover a sewer break?
Two things are important to distinguish here:
- The repair of the pipe itself. This is not covered by many buildings insurance policies, because it involves wear and tear, subsidence or age. Some policies do cover detection or repair after a sudden breakage.
- The damage caused by the breakage. For example, water in the cellar, a subsided floor or damaged belongings. Depending on your policy, this damage may be covered under buildings or contents insurance.
Read your policy terms for words such as "pipe break", "sewerage", "investigation costs" and "excluded: wear and tear". If in doubt, call your insurer before having repairs carried out, and ask whether they want to see images in advance. We provide a report with camera images, the location of the break and a description of the cause that you can send on. We do not assess your cover; the insurer does that.

Frequently asked questions about who pays for a sewer break
Who pays for a sewer break in the garden?
Usually the owner of the property, because the garden is private land. In a rented property that is normally the landlord. Exception: if the break is beyond the municipality's boundary, the municipality will repair it.
Does the municipality pay if the breakage is under the pavement?
In most municipalities yes, because that is public land. Not in Westland: there the connection pipe under the road also belongs to the owner.
Does my buildings insurance cover a leaking sewer?
The repair of the pipe itself often not, the damage it causes sometimes yes. That's stated in your policy terms. Ask your insurer before the repair.
Will I get a report for my insurer or the municipality?
Yes. After the camera inspection you receive the footage, the location of the break (distance from the façade) and our findings.
I rent. Am I allowed to call a plumber myself?
Always consult your landlord first. They are usually responsible for repairing the pipe and often have a regular contractor. In case of acute emergency (drain completely blocked) and no response from the landlord, you can call us; do keep the landlord informed.
